Default State Land - OHV Tag

I may be incorrect, but from what I have read on most websites, including www.azgfd.gov/, it says that if you have an OHV tag a State Land Permit is NOT required to ride on state land. I also ran into a Forest Service officer near Four Peaks who also told me this. If this is wrong, it needs to be clarified on their website.
